The Commissioner of Police for the Enugu State Command, CP Mamman Bitrus Giwa, has reaffirmed his stance on the absolute necessity for professionalism, respect for human rights, and firmness with a human face among all personnel under his command.
CP Giwa made this declaration during an interactive town hall meeting with security stakeholders and residents under the Oji-River Area Command. The engagement brought together representatives from various communities across the Ezeagu, Oji-River, and Udi Local Government Areas to discuss pressing security issues and foster community-police relations.
Addressing specific complaints, questions, and observations raised by the attendees, the Commissioner explicitly stated that police operatives deployed to stop-and-search duties are strictly prohibited from intimidating or harassing citizens. Furthermore, he emphasised that officers have no right to search citizens’ mobile phones without a clear investigative justification.
To underscore his commitment to accountability, CP Giwa revealed that disciplinary proceedings are currently underway against erring officers.
He maintained that under his leadership, the Enugu State Command will systematically ensure that all personnel conduct aligns with the ethical and professional standards established by the Nigeria Police Force.
The Commissioner outlined ongoing strategies to tackle the local security challenges highlighted by the participants. He urged the public to remain steadfast in supporting the police by providing timely and credible information, noting that sustained cooperation is the bedrock for building mutual trust and achieving proactive, effective policing.
The event, which took place at the Wembley Hotel in Oji-River, saw a diverse turnout of local leadership and civil society. Attendees included traditional and religious rulers, Presidents-General, representatives from market and transport unions, youth and women leaders, and the leadership of the Nigerian Bar Association (NBA), Oji-River Branch. Representatives from sister security agencies, Forest Guards, Neighbourhood Watch Groups, and the Police Community Relations Committee (PCRC) were also present.
Participants at the forum commended CP Giwa for his firm leadership, proactive security measures, and the initiative to host the interactive session. The Oji-River town hall follows similar successful engagements recently held in the Udenu and Nsukka Area Commands.
The command’s public sensitisation and stakeholder tour is scheduled to continue next in the Agbani Area Command before concluding in the Enugu Metropolis Area Command.
