Rights Group Calls for Mandatory Orientation for Presidential Pardon Recipients

A human rights advocacy organisation, Guard Time Information (GTI), is calling on the Federal Government to implement a mandatory orientation and reintegration program for all individuals who receive a presidential pardon.

In a statement released Monday, the organisation argued that such a program is necessary to ensure beneficiaries successfully reintegrate as responsible, law-abiding citizens.

The call comes following recent acts of presidential clemency granted to several individuals across the country.

Mr. Bibi Oduku, Chairman of Guard Time Information, emphasised that while forgiveness is a vital tool for justice reform, it must be supported by structured civic reorientation.

GTI is proposing a comprehensive orientation program that would cover:  Understanding constitutional rights, responsibilities, and the rule of law, Emphasising respect for the rights of others, Providing tools for non-violent dispute resolution, Addressing root causes of criminal behaviour and Creating pathways to employment and self-reliance.

The organisation believes that such programs would reduce recidivism and foster national peace and security.

GTI also called on the Ministry of Justice, the National Orientation Agency (NOA), and the Nigerian Correctional Service to collaborate in designing and implementing the programs as part of a national reintegration strategy.

“Forgiveness must be matched with responsibility,” Mr Oduku stated. “Let us not only open the prison gates but also open the doors to transformation, dignity, and true citizenship.”
