The Inspector-General of Police, Olatunji Rilwan Disu, has reaffirmed the Nigeria Police Force’s commitment to intelligence-led policing, respect for human rights and the use of technology in crime prevention.
Disu gave the assurance on Saturday, October 17, 2026, at the launch of Beyond the Bullets: Policing Terrorism in a Democratic System, authored by a retired Inspector-General of Police, MD Abubakar, at the Police Resource Centre, Abuja.
In his goodwill message, the IGP said effective policing required more than the use of force, stressing that the rule of law, professional competence and public trust were essential to tackling crime in a democratic society.
He said the book’s central message aligned with the current direction of the Nigeria Police Force, particularly the need to strengthen professionalism and ensure that security operations remained consistent with democratic values.
Disu urged police officers and members of the public to read the book as more than a historical account, describing it as a resource for understanding the importance of sustained police reforms and constitutional accountability.
He emphasised that the fight against terrorism must be conducted within the framework of the law and in accordance with constitutional obligations and respect for fundamental human rights.
The police chief also commended Abubakar for his leadership during a challenging period of insurgency and terrorism, noting that his record demonstrated that decisive action against crime could be pursued without compromising democratic principles.
According to Disu, the publication offers valuable insights for policymakers, security practitioners, scholars and the general public, drawing on the retired police chief’s years of operational command, strategic thinking and sacrifice.
He expressed optimism that the lessons contained in the book would guide current and future police leaders in addressing the challenges of law enforcement in a democratic society.
The IGP, on behalf of the officers and men of the Nigeria Police Force, congratulated Abubakar on the publication and endorsed its public presentation.
He also wished the retired police chief good health, long life and continued contributions to national development.
